How was a State’s award amount determined?

States participating in the Balancing Incentive Program received a 2 or 5 percent enhanced Federal Medical Assistance Percentage (FMAP) for certain non-institutionally-based service claims processed through the CMS 64 form. While upon Program entry, States' total award amounts were based on projections of eligible community LTSS expenditures, actual enhanced FMAP earned depended on actual expenditures. It is possible that the amount the State earned through the enhanced FMAP exceeded or was less than projections. If States expected their actual expenditures to exceed initial projections, they were required to submit a request for more funds to CMS for approval.
