Applications for the Program are being accepted on an ongoing basis until August 1, 2014, or until the full provision of the $3 billion has been projected to be expended, whichever date is earlier.  The application describes this funding opportunity and provides information on the award, eligibility, application submission, agency contacts, and enforcement actions. 

We are interested in hearing your thoughts about the usefulness of the first version of the Balancing Incentive Program Implementation Manual, which was released in October 2011. Your feedback will guide us in making revisions for future versions of the Manual.

The Balancing Incentive Program Implementation Manaul, written by Mission Analytics Group under contract with Acumen, LLC and in partnership with Human Services Research Institute (HSRI), offers detailed guidance to States on how to implement the Program. The manual outlines the three required structural changes, the role of an electronic information exchange in a NWD system, data collection and reporting requirements, and potential funding sources.
